Cities resemble the heart beat of many national economies. They also represent areas of dense consumption of various goods and services that cause environmental impact, notably carbon and climate. Resilience is often considered separate to carbon reductions. This has historical rationale, but is a rationale that requires challenging
Reaching Carbon Zero in the short time frame necessitates systemic change. It requires focusing on the right metrics. Zero is a very helpful number to measure. It essentially means no fossil fuel consumption in any sector other than heavy industry. That means no gas, oil or coal boilers, no internal combustion engines in vehicles and all electricity produced by zero or negative emissions approaches.
We have become used to a particular ‘way of doing things’. Energy-Economy Models are heavily dependent on historical data, which they use to project into the future. These models should now arguably be viewed as considerably less reliable than in a pre-COVID world. Furthermore, the ‘sideswipe’ that COVID represents particularly challenges models which cannot account for them. Although this does depend on your economic view and whether it is a new normal we will form or a normal that we would have achieved in any case.
The ability to work from home and the need to travel in new ways provides opportunities for cities to reduce their own administrative emissions and to support those of others – through transport networks, planning and similar.
